First Executive Feedback


The new Executive Committee of the Phelindaba Local Football Association has met for the first time on the 19th of April 2018 since their election into office.

Primary on the Agenda was to set a date for the Extra-ordinary Congress to deal with the items that were not dealt with during the Ordinary Congress that was held on the 14th of April 2018. Added to the agenda was the assignment of roles to each Executive Committee member, the appointment of the additional members, and decision on the date of the kick-off of the leagues.

Up Upcoming Extra-ordinary Congress

On the matter of the Extra-ordinary Congress, the Executive Committee decided to convene this on the 26th of May 2018. In this Congress the items that will be dealt with are:

  1. Consideration of the motions from Young Tigers FC;

  2. The amendments to the Constitution;

  3. The amendments to the Rules;

  4. Adoption of the Administration and Communications Policy; and

  5. The appointment of the Auditors for the next two years.

An item on the Year to Date Financial Reporting will be added as well.

The Secretary will send the notices to all Members about this Extra-ordinary Congress in due course.

Assignment of Roles to Executive Committee Members

Each Executive Committee members was assigned roles and responsibilities. Each member will study these carefully and sign the agreement on the performance of the assigned roles by the 25th of April 2018.

In summary, the roles were assigned as follows:

  • 1st Vice-Chairperson – Facilities and Football Partners

  • 2nd Vice-Chairperson – Commercial and Marketing

  • 3rd Vice-Chairperson – Governance and Ethics

  • Secretary – Executive Secretariat Services

  • Vice-Secretary – Operational Secretariat Services

  • Treasurer – Financial and Asset Management

  • Head of Football – Leagues and Competitions

  • Head of Referees – Laws of the Game and Enforcement

  • Head of Coaches – Technical and Development

  • Legends Rep – <<To confirm after appointment of a rep>>

Each member will submit a monthly report to the Secretary on the 2nd day of each month, and the Executive Committee will ordinarily meet once a month.

Appointment of the Additional Members

The Executive Committee appointed Mr. Zakhele Ntuli as the Head of Football. Mr. Ntuli will commence his roles with immediate effect.

The committee could not appoint the Head of Coaches and the Head of Referees. This is because there were options on the table that needed to be fully explored. Work will be done to finalise these appointments by the 26th of April 2018.

The Legends have not submitted a formal secondment letter for their representative to the Executive Committee. The Legends are currently our only Associate Members and are entitled to send one representative to serve at the Executive Committee. The Secretary is engaging them to send the letter of secondment urgently. This should be finalised by the 21st of April 2018.

Registration and Kick Off

The Executive Committee resolved that the kick off of the junior and intermediary leagues will be the 1st of May 2018. This means by this time, all the participating club must have paid their Registration Fees, which include the Referees Fee. Therefore the deadline for the payment of these fees is the 30th of April 2018.

The Secretary will, by the 22nd of April 2018, send to all Affiliates the schedule of the Registration Fees. The Head of Football will, by the 21st of April 2018, convene the first Leagues and Competitions forum meeting.

Affiliates are therefore urged to ensure that by the 30th, all the Registration Fees have been paid in order to be eligible to play by the 1st of May.

On the 30th of April, a fixture with all the Affiliates who have paid their registration fees will be confirmed for the week ending on the 6th of April. From that point, the Leagues and Competitions Meeting will be on Tuesdays, in which case on the 8th of May a block fixture for a period of at least three months will be confirmed. Any team that is not on that block fixture will be out for the entire season.

Lastly, all fixtures will be captured and presented electronically through the League Republic website. No fixture will be on papers and spreadsheets anymore. Similarly, the results will be captured and presented on the same site. The URL is http://plfa1.leaguerepublic.com.

Conclusion

The Executive Committee will do its absolute best to try and take this association higher, but requires the support of the association’s Affiliate to achieve this. The Affiliates are there urged to comply with the requirements of commencing with the league, and where there are difficulties, engage the association accordingly, within time.

The Executive Committee therefore wishes the members of the association all the best throughout the 2018 footballing season.
